Traffic Impact Advisory Committee

The Traffic Impact Advisory Committee met on Tuesday, November 11, 2003 in McCausland Hall, 1214 Horseshoe Pike, East Brandywine Township .

OPENING OF MEETING:

 

Mr. Formica opened the meeting at 7:41 P.M. with a Salute to the Flag. 

 

APPROVAL OF MINUTES:                                    August 12, 2003

                                                                                    October 7, 2003

 

Mr. Formica asked if there were any additions or corrections to the August 12, 2003 minutes, there were none.  Mr. Thompson then made a motion to approve the minutes of August 12, 2003 .  Mr. Saello seconded the motion, with all voting aye. 

 

Mr. Formica asked if there were any additions or corrections to the October 7, 2003 minutes, there were none.  Mr. Saello then made a motion to approve the October 7, 2003 minutes.  Mr. Lang seconded the motion, with all voting aye. 

 

 

NEW BUSINESS:

 

Mr. Saello, along with the other committee members, felt the Public Hearing held on October 14, 2003 presenting the Roadway Sufficiency Analysis and Transportation Capital Improvement Plan for East Brandywine Township went very well.  Many residents attended the meeting.  Committee members commended Mr. Heinrich for his presentation.  The feedback received from the public was generally positive.  They were very interested in learning more about the whole traffic concept.      

 

REAPPROVAL OF OCTOBER 7, 2003 MINUTES

 

Mr. Black noted one correction needed to be made to the October 7, 2003 minutes.  Under New Business fourth paragraph, second sentence should read “ In calculating the impact fee, the cost came to $4300.00 per peak trip.”  With that change Mr. Black made a motion to approve the October 7, 2003 minutes.  Mr. Formica seconded the motion, with all voting aye.  Mr. Giannantonio advised that Act 209 requires the impact fee be based on “on per peak hour trip”, noting a typical house generates nine trips per day.

 

NEW BUSINESS CONTINUED

 

Mr. Formica asked how far the proposed bypass will be from the new municipal campus complex.  A specific location has not been determined, but if an addition is ever added to the new building it is expected to be placed on the side of the building, not on the front or the back.

 

Mr. Saello asked, “If you are heading on SR 322 westbound one way, will this put more traffic on back roads?”  One option previously mentioned was to make N. Guthriesville Road one way only and reroute it behind Croppers Market.  This option would need further discussion because of the proposed expansion of Croppers Market and the probable development of the Watters property.  He went on to say that from a practicality standpoint, the bypass should start west of Corner Ketch Road , keep through traffic on the main roads, and let the local residents stay on the back roads. Improved traffic movement is the goal for whatever plan is submitted to the Township.  Mr. Heinrich previously stated that the object is to increase the efficiency of traffic flow in East Brandywine Township and surrounding areas.

 

Mr. Piersol entered the meeting at 8:20 P.M.    Mr. Bryer entered the meeting at 8:25 P.M.  

   

Mr. Piersol stated that two copies of the Land Use Assumption Report, prepared by Yerkes Associates, Inc., and two copies of the Roadway Sufficiency Analysis and Transportation Capital Improvements Plan, prepared by Andreas Heinrich of Heinrich & Klein were sent to Mr. Halsted, Township Solicitor for his review and comments.    Mr. Halsted indicated copies of these drafts must be filed with the local newspaper and law library.

 

The Committee Members discussed Mr. Heinrich’s correspondence dated November 3, 2003 related to the Traffic Impact Fee.  The Traffic Impact fee was adjusted due to the lower construction cost estimates provided by Yerkes.  Based on this information, the Traffic Impact Fee calculation was $3,507.54 per weekday afternoon peak hour trip, as indicated on Table 5 of the Traffic Impact Fee Calculations.  

 

After the above discussion, Mr. Formica made a motion to approve the Traffic Impact Fee at $3,507.54 per P.M. peak hour trip.  Mr. Thompson seconded the motion, with all voting aye. 

 

The Traffic Impact Advisory Committee asked that Mr. Giannantonio, Mr. Heinrich, Mr. Bryer, Mr. Saello, and Mr. Formica make a brief presentation to the Board of Supervisors at their November 19, 2003 Public Meeting to consider adoption of Ordinance 03-07, enacting and establishing a Transportation Capital Improvements Impact Fee.

 

It was then decided that the Traffic Impact Advisory Committee would meet annually to monitor and evaluate the implementation of the Transportation Capital Improvements Plan or Impact Fees at the request of the Board of Supervisors. 

 

Mr. Formica advised that the next scheduled Traffic Meeting is scheduled for February 10, 2004 at 7:30 P.M.  

 

ADJOURNMENT:
