Formica asked if there were any additions or corrections to the above minutes,

BUSINESS:
Mr.
Giannantonio explained the Land Use Assumption Report in detail for the
committee. It was noted that some of
the street names need to be updated. Mr.
Giannantonio will make the correct changes to the report, and send a revised
copy of the Land Use Assumption Report to
NEW BUSINESS:

Piersol presented copies of letters dated
The public relations sub-committee met earlier in the week and presented a timeline for implementing Act 209 to the traffic members. This timeline will be helpful to the committee members so proper information and public hearing dates would be scheduled in a timely manner.
Also presented to the committee members was a rough draft of a flyer explaining Act 209. After review of the flyer the committee members then commented and made corrections. With those corrections/changes made, the committee members asked Mr. Piersol to have the flyers printed and mailed out to all residents.
Mr. Piersol advised he would place a legal advertisement in the Daily Local News on Wednesday, August 20th and Monday, August 25th, 2003 stating, “Notice is hereby given that the East Brandywine Township Traffic Impact Advisory Committee shall present for public inspection its draft Land Use Assumptions Report, which describes the geographic areas of East Brandywine Township studied as part of the Committee’s report to the Township Supervisors. This report shall be formally presented at a public hearing held on Tuesday, September 9, 2003, commencing at 7:30 P.M. prevailing time”.
The committee members suggested contacting a court reporter to attend the public hearing.
Mr. Heinrich presented a rough draft of the Roadway Sufficiency Analysis Report. This report lists all properties either approved and/or under construction, or properties which are not likely to be developed until beyond 2013. Mr. Heinrich is assuming the bypass is the best alternative rather than widening SR 322. The contents listed within this draft include:
· study areas, existing average daily traffic volumes, and existing afternoon peak hour traffic volumes
· existing 2003 levels of service during weekday afternoon peak hour
· existing levels of service during weekday afternoon peak hour with improvements
· future (2013) peak hour traffic during weekday afternoon peak hour with pass-through traffic
· future (2013) levels of service with pass-through traffic with improvements
·
future (2013) peak hour traffic during weekday afternoon peak hour
with new
·
the alternative future (2013) peak hour traffic during weekday
afternoon peak hour with new
· and future (2013) levels of service with total future traffic with improvements.
The Traffic Committee members felt they need to meet with Mr. David Kirkner, Member of the Board of Supervisors and his committee for the revitalization of the Guthriesville Business District, and discuss what they think about the bypass plan.

Formica advised the next Traffic Impact Advisory Meeting is scheduled for
