The Traffic Impact Advisory Committee met on Tuesday, July 8, 2003 in McCausland Hall, 1214 Horseshoe Pike, East Brandywine Township .

OPENING OF MEETING:                         

 

Chairman Brian Formica opened the meeting at 7:37 P.M. with a Salute to the Flag.

 

APPROVAL OF MINUTES:                        Minutes, June 10, 2003

 

Mr. Formica asked if there were any additions or corrections to the above minutes.  Mr. Formica noted one correction needed to be made to the minutes.  On the last page, last sentence, the motion to close the meeting, was made by Mr. John Bryer not Mr. John Black.  With that change Mr. Neff made a motion to approve the minutes.  Mr. Thompson seconded the motion, with all voting aye.

 

NEW BUSINESS:

 

Mr. Giannantonio presented a draft copy of the Land Use Assumption Report to the Traffic Committee.  Contained within the report is the Transportation Service Area (existing roads), Existing Land Use, Exhibit Maps, and a general description of what land uses are located within the township at the present time.  Mr. Giannantonio will supply Mr. Heinrich with a completed Land Use Assumption Report later this week so he can start his calculations for the Roadway Sufficiency Analysis Report.  Mr. Heinrich’s estimated time for completion of this report is approximately two months.

 

The Traffic Committee members suggested that the Township needs to hire a consultant to educate East Brandywine Township residents about ACT 209, which provides a means for municipalities to shift the financial burden for improvements to area roads from current residents and taxpayers to developers.

 

FURTHER COMMENTS:

 

Before our next scheduled traffic meeting is held, a copy of the land use assumption report must be forwarded to the following agencies, for non-binding review and comments at least 30 days before the public hearing is held. 

 

·        Chester County Planning Commission

·        All contiguous townships, which consist of:  Caln, East Caln , Upper Uwchlan , Uwchlan, Wallace and West Brandywine Townships . 

·        Downingtown Area School District

   

The public relations sub-committee will meet to discuss a timeline for implementing Act 209.  Public notification needs to be done along with scheduling the first public meeting.  The deadline for implementing Act 209 is Friday, December 19, 2003 .

 

Mr. Formica advised the next Traffic Impact Advisory Meeting is scheduled for Tuesday, August 12, 2003 at 7:30 P.M.
