Formica opened the meeting at

OF MINUTES:
Minutes
Mr. Formica asked if there were any additions or corrections to the above minutes. Mr. Heinrich recommended the wording on page two, last paragraph should read as follows:
Mr. Heinrich advised the Committee members that he needs the Land Use Assumption Report to complete his Roadway Sufficiency Analysis. The report should contain the following:
1. Existing conditions.
2. Future pass-through information.
3. Analysis of total future conditions due to new development within Township.
Once these figures are provided, it will take Mr. Heinrich at least two months to complete the Roadway Sufficiency Analysis Report.
It should also be noted that on page two, item #4 should read; “would you prefer”, and in the second to last paragraph “ Upper Uwchland Township” should be changed to Upper Uwchlan Township”.
With those changes Mr. Saello then made a motion to approve the minutes. Mr. Thompson seconded the motion with all voting aye.
OLD
BUSINESS:
Land Use Assumption Report: Mr. Formica asked Mr. Piersol if he had contacted Mr. Snook from the Brandywine Conservancy in reference to doing this work. Mr. Piersol stated contact had been made on three different occasions, but believes due to his current workload situation, he may be too busy at this time. The Committee members decided they needed to contact other firms to do this report.
NEW
BUSINESS:
Mr. Lang asked for
specifics on the proposed number of lanes and road width, if Route 322 were to
be widened. Mr. Giannantonio responded by saying SR 322 would be five lanes,
with a left turn lane. The width of the roadway would be approximately 24’ to
36’. This scenario may require the
elimination of certain buildings along the north side of SR
322. Mr. Giannantonio stated that
the bypass option would give a better level of service than the road widening
option. The Committee members agreed
that the bypass option is preferable to the road widening option.
The committee asked Mr. Giannantonio if Yerkes Associates would be interested in doing the Land Use Assumption Report, and how long would it take them to complete the report. Mr. Giannantonio responded by saying his firm would be interested in doing this work, and it would take approximately two to three weeks to complete this report.
Mr. Giannantonio advised he will forward a rough draft to Mr. Heinrich before the next traffic meeting. Once Mr. Heinrich receives proper information, it will then take him approximately two months to complete the Roadway Sufficiency Analysis Report.
Mr. Formica
discussed the recent East Brandywine Township Survey questions, specifically
pertaining to traffic congestion. He stated that residents may have
misinterpreted the survey, thinking that additional tax revenue would be needed
to pay for either the proposed new bypass or widening of SR 322.
The committee members believe they need to form a sub-committee for
public relations to provide education on the advantages of constructing a bypass
around the
1. Holding a public informational meeting for residents to discuss ACT 209.
2. Writing an article for the East Brandywine Mile Marker (Township Newsletter)

Sub-Committee members will include
1. The benefits of constructing a bypass.
2.
The possibilities of creating an attractive shopping district in

3. The projected costs of a bypass, including how developers will help defer costs by paying an impact fee.
4. Funding that may be available through grants.
FURTHER COMMENTS
The Traffic Impact Advisory Committee would like to make a recommendation to the Board of Supervisors to remove the following members from the Traffic Committee for non-attendance: Dan Raspanti, Philip Zalkind and William Zynn. The Committee would also like to recommend the Board of Supervisors appoint Kenneth Shaw and Jeff Shaw to fill two of the vacant positions on the Traffic Impact Advisory Committee.
