Advisory Committee met on

Mr. Formica opened

Approval
of Minutes:
Mr. Voltz asked if there were any additions or corrections to the above minutes. Mr. Giannantonio stated on page three (3) in the last sentence the fourth word, will, should be changed to with. With that change Mr. Bates made a motion to approve the above minutes. Mr. Formica seconded the motion with all voting aye.
New
Business:
Mr. Heinrich has completed traffic counts for the Rt. 322 corridor. These figures are needed to complete the Land Use Assumption Report. Mr. Conrad presented an update of the Land Acquisition Report, which identifies properties within (7) seven miles of SR 322 corridor. It was noted that a few boundaries may need to be reconfigured. Mr. Conrad will update the legend for our next traffic meeting.
Mr. Conrad also provided the Traffic Committee with two different options for alleviating traffic congestion, including estimated construction costs for these options:
1.) Proposed bypass plan - Total estimated cost: $1,208.460.00*
2.) Widening of SR 322 - Total estimated cost: $1,370,303.00*
*These
figures do not include any cost related to utility lines removal, relocation and
right of way acquisition.
Mr. Giannantonio
prepared a map identifying tax parcel owners who may be impacted by the proposed
bypass and/or widening of Rt. 322. According to the plan that was presented,
only a few parcels may be impacted. This information needs to be further
assessed. Mr. Giannantonio advised
the proposed bypass would be similar to Rt. 202, (in the vicinity of the
Pennsylvania/Delaware State line) where commercial/residential properties have
road frontage. This proposal could
actually enhance the
The Committee will investigate the comprehensive costs of constructing a bypass versus widening Rt. 322. If the proposed bypass is an option, the Township needs to make sure they avoid encroaching into stream corridors and other environmentally sensitive areas.
The Committee members asked if either option included a bike pathway/cartway in the plan. Mr. Heinrich said neither option did, but it may be something the Committee will want to consider. If a trail system is recommended, PennDOT may require additional safety measures be taken such as adding curbing or installing a guide rail.
FUTHER COMMENTS
Mr. Formica states that a few members have missed several meetings. The Committee will have further discussions on this issue. It was suggested that the Committee consider making a recommendation to the Board of Supervisors for replacement of members that have not attended meetings. Not less than forty (40%) percent of the Traffic Committee members must be representatives of the real estate, commercial and residential development and building industries.
