of the East Brandywine Historical Commission meeting on February 24, 2004

Bob

Katherine Prammer attended.
1.
Pulte Homes presentation
Representatives
of Pulte Homes did not attend.
2.
Approval of minutes of last meeting
The
minutes were approved with a change indicating that Chuck Giordano had attended.
3.
Review of action items
John
has not completed ‘arm-twisting’ to improve attendance.
Katherine
Prammer has not yet sent summary of September 29, 2003 workshop.
John
has not yet sent Survey Card letter to Dr. Vilcheck for comments.
4.
Status of Wawa
John
reported on the meeting with Wawa held February 3, 2004.
At the Wawa meeting, moving Mama Lena’s to just northwest of
Cropper’s was discussed; Wawa representatives said they would investigate.
Jane Davidson said she would help Wawa with the planning.
She also strongly recommended that Wawa attend the CCHPN workshop at the
Brandywine River Museum on March 13th concerning Section 106 as Wawa will have
to go through the Section 106 process as a result of attempting to obtain
permits from the Army Corps of Engineering about the stream relocation.
(John took an action to put a summary of this workshop on the East
Brandywine website. He also took an
action to resend his letter of several months ago to the Planning Commission
emphasizing the importance of architectural integrity of the Wawa store.)
5.
Inspection of Keats Glenn II Historic Resource
The
inspection took place; a summary report will be written by John.
The most significant aspect was that Mr. Townes said he would write a
detailed plan on the restoration.
The
Historical Commission voted in favor of preserving the Historical Resource on a
separate lot but if the Planning Commission decided against this, the Historical
Commission would support the having of 2 houses on one lot before the Zoning
Board.
6.
Demolition criteria
A
discussion of the slightly rewritten EB criteria and the North Coventry criteria
was discussed. It was decided that
the increased detail in the North Coventry ordinances is more appropriate.
John took an action to (over a long time) to rewrite the EB criteria in
line with the North Coventry’s. A
significant difference between the different criteria is that North Coventry
requires appeals through the Zoning Board whereas East Brandywine’s allows the
developer to proceed with demolition even if the Historical Commission and the
Board of Supervisors recommends against demolition after a waiting period.
John took an action to discuss this critical difference with the EB
Township’s solicitor.
7.
New business
John
took an action to find out whether all Commission members can have an electronic
copy of the EB ordinances.
Katherine
asked whether EB may join the Chester County Historic Preservation Network.
John took an action to find out.
Katherine
took an action of send John the URL for the Route 41 conservation work.
8.
Agenda of next meeting
John
took an action to formulate one.
